About the CSDI

Who is the CSDI - Coalition for Safe Driving Incentives?

California drivers deserve the same opportunities for lower insurance premiums as those in 49 other states. Prop 103 currently prohibits insurers from considering driving records when setting rates. This proposal seeks to amend Prop 103 to allow for safe driver incentives (telematics) as an optional program. Telematics uses in-vehicle technology to monitor driving behavior and reward safe drivers with lower premiums.

A project of StopDistractions.org, the Coalition for Safe Driving Incentives (CSDI)—was launched to bring families, the public, and advocates into this critical conversation. Together, we will ensure their voices are heard and empower them to advocate for long-overdue changes that will bring Safe Driver Incentives to California.

This collaborative effort will amplify the voices of impacted families and engage the public to drive change. Our program includes:

  • Public Education Campaign: We will develop and distribute educational materials (videos, infographics, social media content) to raise awareness about the dangers of distracted driving and the potential of safe driver incentives to save lives and reduce costs.
  • Policy Advocacy: We will work with policymakers to introduce and pass legislation amending Prop 103 to allow for telematics-based insurance rates. This will involve lobbying efforts, public testimony, and coalition building.
  • Victim Advocate Partnerships: We will provide opportunities and resources to families impacted by all types of crashes to promote the solution of safe driver incentives in their communities. This includes partnering with victim advocacy organizations and hosting events  and connecting with media to share their stories.

Our Mission

To empower California drivers by:

  • Advocating for the implementation of voluntary Safe Driver Incentives.
  • Ensuring all Californians have the choice to opt-in to technology that improves behavior and reduces crashes.
  • Centering the voices of victims and families in policy conversations.
  • Supporting ACR 52, a resolution calling for the California Department of Insurance to begin the rulemaking process to allow telematics-based insurance rating.

Benefits of Safe Driver Incentives

  • Reduce Road Fatalities: Studies show that telematics programs can lead to a significant decrease in crashes.
  • Lower Insurance Costs: Safe drivers will be rewarded with lower premiums, making insurance more affordable for everyone.
  • Promote Safer Driving: Telematics programs provide drivers with valuable feedback on their behavior, encouraging them to adopt safer habits.
  • Save Lives: By reducing crashes and promoting safer driving, safe driver incentives can save countless lives on California roads.

Why the CSDI?

California Drivers Deserve the Choice

The solution is as easy as 1-2-3

  1. A Voice in Their Safety: The public and families who have lost loved ones to road crashes have been excluded from the discussions. They deserve a seat at the table to advocate for safer roads.
  2. Safe Driver Incentives: California is the only state where outdated legislation (Prop 103) prevents drivers from opting into telematics programs, which are proven to reduce crashes and save lives. Families and the public need education on these programs and a way to advocate for their implementation.
  3. A Collaborative Approach: For the last five years, progress has stalled due to limited stakeholder involvement. Including families and the public in a coalition alongside insurers, lawmakers, and advocates can break the impasse and push for real change.
